Mr. Bush has repeatedly stressed the importance of addressing 'climate change'; he simply doesn't want to do so through the UN.
Inter alia, 'Kyoto' was rejected by the US Senate (99-0), not by Mr. Bush; and the EU's member states haven't even tried to adhere to Kyoto, even though they signed the treaty and like to berate the US for failing to do so (this is called 'hypocrisy' by non-politicians').
