Does this mean that the Government have been sitting on this for nearly a year???
During which time the scheme has been dramatically modified, amended, cut into pieces and put back together in a different order, whilst all the time someone has been sitting on this.
Great.
Restores ones faith in the ability of the public sector to move with all the speed and athleticism of an arthritic hippo in concrete wellies.

Who has the power/authority to do that? Did the report get submitted to the Government?
Perhaps they got it in August, but just didnt post it till Sept. Not a bad delay - just one month.
Thing is it has then been delayed for 12 months before coming into the public eye. Who saw it in those 12 months though?
If there is any hint that the applicant was informed of any of this before the public then heads must roll.
I have been informed that surveyors have been working on site since last autumn. Thereby I can only summise that the applicant was informed last autumn of the outcome of the PLI. Fair? Complete failure of the democratic process?
A national disgrace, and one that I hope journalists pick up on.
