Health Board - shift the blame
Absolute drivel.
I understand that the Cook Report tried to shift the blame for the financial failures onto two long serving and mid-ranking accountants, whose responsibility was to prepare the accounts, not take or implement decisions of the Board, and who certainly had no executive authority over spending.
Both, I am very reliably informed, repeatedly highlighted problems and variances in spending and repeatedly warned that budgets were overspent and targets could not be met. After having the blame dumped onto them, they were sacked, but out-of-court settlements for unfair dismissal were agreed to stop them producing the paperwork that they still hold, showing that senior management were fully aware of their concerns, and did nothing about it until it was too late.
Perhaps the Audit Committee should be calling these Gentlemen to find out what was really going on ....
Meanwhile, just what job is Dick Dastardly doing with NHS Scotland?

Your last question is answered in the minutes of Manson's Q&A session with the Audit Committee of February 27th. It was a job opportunity that fortuitously arose, just as his position had become untenable.
Column 377:
The Convener: What opportunity did you move to?
Dick Manson: Director of national development projects in NSS.
The Convener: Is that in St Andrew's house?
Dick Manson: No, it is in NHS National Services Scotland; I am based in Glasgow.
With all due respect - that's just his title. What is his job?
Now there's a question, Angus. I've trawled the NHS NSS website, and the post of Director of National Development Projects does not feature. On another link (note: doc-file), I found that our Mr Manson had a meeting: Jan Warner, Malcolm Kerr and [David R. Steel] met with Dick Manson, Director of National Development Projects at National Services Scotland on 2 October [2007] to discuss the work being undertaken by the Prison Healthcare Advisory Board on the feasibility of transfer of responsibility for the healthcare of all prisoners to the NHS.
However, how long do we have to wait for another vote of no confidence? As Mr Henry noted on February 27, VNC's appear to be a natural career progression for our Dick.

Incompetence leads to promotion...
